5e90b62996 tirith: add module 
Adds Home Manager module for Tirith, a shell security monitor.

The module supports:
- Shell integration for Bash, Fish, and Zsh
- Allowlist configuration for bypassing Tirith analysis
- Policy configuration for customizing security behavior
